[CLClist] Small Library Software Recommendations

All,

   We have a small library on our campus, independent from the College,
which would like to catalog and circulate its collection of juvenile
books using an inexpensive software program.  They will be relying on
their administrative assistant and students to implement and maintain
the system, so it needs to be very simple.  They have indicated that
they have money to purchase a product, under $500.  They do not have
technical support, so an Open Source product seems an unlikely choice.
Working with MARC records is out of the question....  They are open to
manually entering the data into the system. Currently the collection is
on a basic card system without call numbers or subject headings.  It is
shelved alphabetically, by author with fiction and non-fiction
inter-filed.  

    They've asked me to make some recommendations for software they
could use, but I'm having a tough time with this.  Is there anyone out
there that might be able to make a recommendation for software we should
be looking at?  I've been looking at software for church libraries and
collectors for starters...  Any suggestions would be gratefully
appreciated!
